Starter project for the ticketing platform defined in the March 17, 2026 project plan. This setup is ready to evolve into the public submission form, admin panel, and workflow engine.

Initial Scope

Foundation prepared for a shared-hosting deployment model with Apache rewrite support, environment-based configuration, and a minimal MVC split for predictable growth.
